As you’ll recall, from last month’s column, the Suffolk County Police Department announced that they would be issuing purchase documents, without the need to provide the specific information, about the handgun you wished to purchase. They also announced that, at the same time, the purchase doc would be good for 15 calendar days, rather than the previous 10 days.

While they were able to comply with the 1st part, they had a problem, with the 2nd part. It turned out that their computer software, which created the purchase documents, was not able to change the amount of days, for which the document would be valid, without an update. According to their contract, with their software vendor, updates were performed but once a year.

Consequently, they could not comply with the 15 day portion but, being the resourceful folks they are, they came up with an alternative. After the computer issues the regular, 10 day purchase document, they have decided to rubber stamp it, with not 15 days but 20 days. Now, purchase docs will be good, for 20 calendar days and you will have 20 calendar days, to return, to Yaphank, with the handgun, for registration, rather than the old 10 days. This change is effective, as of August 31st.

As always, if you don’t use the purchase doc, it must be returned but, now, you can return the unused doc, by mail, marked “not used.”

Permalink OSHA "Safety" regulation   English (US)

As some of you may or may not know, OSHA has a proposed regulation(55 pages)
that would in effect ban the shipping and sale of black powder, black powder
substitutes, smokeless powder, primers and small arms ammunition. There was
little known about the regulation until about a week ago and the deadline
for comments was July 12, 2007. Neither the powder manufacturers nor NRA
knew anything about it. It came to life on the black powder cartridge
shooting forums the end of June. NRA and others were contacted to get a
letter writing campaign to at least get and extension on the proposed
regulation. NRA finally came out with a posting on their ILA website for
their members on July 3, 2007. It has been learned today that a 60 day
extension has been granted for additional comments on the proposed
regulation. The current comment period is now scheduled to expire on
September 10, 2007.

This proposed regulation is SERIOUS. If it goes into effect, stores
carrying any class 1 explosives (rifle powders, primers and small arms
ammunition) will be required to evacuate the store in the event of a
electrical storm, place a 50 foot barrier aroung the place of sale and not
allow any flammable or sparking materials in the 50 foot area (requres
searching persons entering the area), not allow any firearms within 50 foot
of the store or sales area (a real bummer for a firearms store selling
reloading components) and require safety training for personnel selling the
ammunition or reloading components. Delivery trucks will be requried to
have a wooden or other non sparkiing interior, have 2 drivers on shift per
truck and other requriements that in effect shut down the delivery of black
or smokeless powder and primers to your home or local gun store. It is
believed these requirements will impede the transportation and availabilty
of ammunition for law enforcement and the Dept of Defense as their supplies
come from commercial vendors. It will also have a huge impact on state
wildlife programs. Most of their money for fish and wildlife come from an
11% excise tax on firearms, ammuntion and components and fishing equipment
(Pittman-Robinson Act of the 1930’s). Without the ability of getting
ammunition and reloading components to the end user, the fireamrs portion of
the Pittman-Robinson monies would dry up.

We need to take this proposed rule seriously and all persons who like to
shoot, hunt or fish should make a comment on the proposed rule. To learn
